后专营时代北京市食盐质量安全保障机制研究——基于封闭供应链视角的分析 被引量:3

摘要 盐改方案实施半年多来,不合格食盐流入一些省份的现象时有发生,为当地食盐质量安全带来了隐患,北京市食盐质量安全也面临着挑战,构建后专营时代食盐质量安全保障机制势在必行。可以从封闭供应链的三种封闭运行方式入手,构建北京市食盐市场准入机制、多级质量检验检测机制和质量追溯机制"三位一体"的安全保障机制。具体来讲,一要根据食盐供应链流程,建立涵盖食盐生产、物流、批发、零售各环节的市场准入体系,在各节点设置强制性的市场准入标准和非强制性的市场准入认证;二要建立生产企业自检、当地监管部门检测、北京市盐业公司入库和分装检测、零售终端检测等多级质量检验检测制度;三要尽快建立食盐质量信息追溯系统,并接入全国食盐电子防伪追溯服务平台,以确保北京市食盐质量安全。 It has been half a year since the implementation of salt reform,and there are still some disqualified salt related issues in some provinces,which will bring potential risk in terms of salt quality safety. Beijing is also facing this problem. So the formulation of quality safety guarantee system of salt in Beijing in the post-monopoly era is inevitable. Starting from the three closed operation methods of closed supply chain,the authors establish the'three in one'safety guarantee system,namely the market access system,the multi-level quality inspection and testing system,and quality tracing system. Specifically speaking,first,we should establish the market access system covering such links as salt production,logistics,wholesale and retail,and impose the compulsory and not compulsory market access system;second,we should establish the multi-level quality inspection and testing system involving enterprises,local supervisory department,and salt industry corporation in Beijing;and third,we should establish the salt quality tracing system as soon as possible,and connect it with national electric salt quality tracing service platform.
