广东省2015年首个登革热防控示范区防控效果分析

Effectiveness of control of dengue in the first dengue prevention and control demonstration area in Guangdong,2015

目的了解登革热防控示范区工作中的薄弱环节,为推动登革热防控提供依据。方法对2015年创建的示范区佛山市禅城区政府以及基层行政部门进行登革热应对能力调查。采用SPSS 19.0软件进行统计学分析,单因素分析比较采用χ~2检验,多个样本均数进行Kruskal-Wallis检验。结果在创建示范区后,区及下属各镇街道政府在领导架构、卫生应急队伍、培训和演练、应急物资储备、消杀人员储备、爱国卫生运动情况执行、工作经费落实、蚊媒监测和监督机制建立等方面均能落实到位。4个镇的街道居委会中有九成建立本级的组织、预案管理和应急队伍,差异有统计学意义(χ~2=-12.61,P<0.01);各村居委均能落实蚊媒监测任务。各镇街道下属村居委间应急物资和人员储备,差异有统计学意义(χ~2值分别17.0和14.4,P<0.05)。4镇街道间下属村居委的督办力度和经费投入差异均有统计学意义(χ~2值分别为26.6和37.3,P<0.05)。结论登革热防控示范区在一定程度上推动登革热防控工作,保障了防控队伍和蚊媒监测,但仍需加强评估和专项经费等投入力度,以促进防控工作的推进。

Objective To understand the weaknesses of work in the first dengue fever prevention and control demonstration area and provide science basis for promoting the work. Methods The survey was conducted to understand the response capacity to dengue fever by Chancheng district government and grass-roots administrative departments as the demonstration area in Foshan city in 2015. SPSS 19 was used for statistical analysis and single factor analysis was compared using the χ^2 test. Multiple samples were compared using Kruskal-Wallis test. Results After the demonstration zone established,the governments of the district and its subordinate towns and streets did well in leadership structure,health emergency team,training and drills,emergency supplies,disinfection of reserve personnel,implementation of the patriotic health campaign,funding for the implementation of the work,such as the establishment of mosquito monitoring and supervision mechanisms were put in place. 90% of neighborhood communities established the organizations,plan management and emergency teams in 4 towns with significant difference（ χ^2=-12. 61,P〈0. 01）; and the village/neighborhood committees could fulfilled the mosquito surveillance task in the area. There were statistically significant differences in emergency supplies and reserve personnel among the village communities（ χ^2= 17. 0 and 14. 4,P〈0. 05）. There were statistical significance differences in surveillance and fund investment among the village/neighborhood committees in the 4 towns（ χ^2= 26. 6 and 37. 3,P 〈0. 05）. Conclusion The demonstration area of dengue fever prevention and control can promote the prevention and control of dengue fever in a certain extent,guarantee the prevention and control team and mosquito surveillance,but it still need to strengthen the assessment and other special funds investment,in order to promote the prevention and control work in advance.
