摘要
山洪灾害监测预警平台是国家山洪灾害防治工作的重要非工程措施手段,经过多年的建设完善,在山洪防治工作中发挥了极大的效益,有效地减少了山洪灾害带来的损失及影响。在传统技术模式应用过程中,山洪灾害监测预警平台也存在着一些问题,如数据资源分散、数据质量偏低、决策支撑能力不足、运维管理困难等。随着物联网和云服务技术的逐步成熟,利用新技术手段提升原有系统功能,逐步提升山洪业务应用效果,是山洪灾害监测预警非工程措施建设的必要手段,以此实现山洪灾害防治精细化管理、精准化应用。
Platform for mountain flood disaster monitoring and warning is one of key non-structural measures for flood prevention in China. After years of improvement, the platform has played a significant role and effectively reduced losses and negative effect of the disaster. In the process of application of this traditional technical model, we found some problems, such as large scale of data sources and low quality of data, and lacking of decision support capacity as well as funds for operation and maintenance. Along with mature of technologies of internet of things and cloud platform service, it is necessary to apply these to upgrade the system and make beneficial use of the platform, so as to realize precise and accurate application of technology for disaster reduction.
