日本科技创新的实践模式和政策导向对广东的启示

Study on revelation of sci-tech innovation practice mode of Japan and policy guidance to Guangdong

广东经济发展已进入新常态阶段,加快实施创新驱动是推动广东调结构、促转型的发展战略,而科技创新是实现创新驱动发展战略的核心和关键.日本作为二战后依靠科技创新迅速复苏的最典型国家,其创新发展经验对广东有着很强的借鉴意义。本文在立足于广东科技创新现状的基础上,以日本模式为研究对象,深入分析其科技创新的路径选择和实践模式,并借鉴日本发展经验,探讨了加大创新专项财政资金投入、推进官产学研合作平台建设、先进区域带动技术发展、引进高端技术人才及构建新型创新体系与环境等五种广东科技创新思路,为广东下一步的科技创新政策方向提供了参考。

The economic development of Guangdong has entered a stage of the new normal. The implementation of innovation-driven is the development strategy to achieve structure adjustment and transformation of Guangdong. And the technical innovation is the core and key of innovation-driven development strategy. Science and technology innovation and development need reasonable practical patterns and policy support. At the economical and social transformation and upgrading of the critical moment, Guangdong science and technology innovation need to find a new development direction. This paper, based on the present situation of Guangdong science and technology innovation, takes Japan as the research object, and analyzes its technological innovation path selection and practice mode. In addition, it learns from Japan＇s experience in development and discusses the Guangdong science and technology policy of science and technology innovation and the next step.
