国际标准化组织铁路应用技术委员会(ISO/TC 269)及其分委员会是中国铁路标准国际化的重要平台。基于中国铁路技术和标准,提报国际标准新项目建议(PWI)并以此为契机争取国际标准立项及建立新工作组是中国铁路参与ISO/TC 269工作的重点内容之一,也是通过标准国际化工作提升中国铁路标准国际影响力的重要途径。从国际标准新项目建议的符合性、代表性和可行性出发,提出由7大项20小项构成的国际标准新项目建议评价指标体系,为更有效地开展国际标准新项目建议的评价与遴选、促进铁路行业各相关单位更有针对性地参与标准国际化工作提供技术支撑。

The Railway Application Technical Committee（ISO/TC 269）,as well as its subcommittees,is an im-portant platforms for the internationalization of China railway standards. Based on the railway technologies and stan-dards in China,proposing preliminary work items（PWIs） while taking it as an opportunity to win over internation-al standard approvals and establish new work teams is one of the key jobs for China railway when participating in ISO/TC 269,and also an important approach to promote the international influence of China railway standards by meansof standard internationalization. In view of the compliance,representativeness and feasibility of PWIs, the articleputs forward a evaluation index system for PWIs,which consists of 7 categories and 20 sub-categories. The systemcan provide technical support to evaluate and select the PWIs more efficiently,as well as facilitate all the relevantunits in the railway industry to participate in standard internationalization more targetedly.
