Through analyzing former scholars＇ understandings on the poem, based on the historical and cultural backgrounds of writing this poem and the internal logical relations, a conclusion can be drawn： Hemp on the Hillock is a song through which a male civilian expresses love to a woman. And, ＂Liu＂ means beautiful~ ＂Jie＂ means praise~ ＂Guo＂ is a verb, means wonder.
