即将出台的教育事业发展"十三五"规划将对加快学习型社会建设做出系统部署。不同国家构建终身学习体系的策略,对我国建设学习型社会具有一定参考价值。爱沙尼亚在其《2020年爱沙尼亚终身学习策略》中对构建终身学习体系制定了基本原则、总体目标、五大举措及衡量指标,该策略的发展理念对我国构建终身学习体系有重要启示。
The forthcoming "13th Five-Year Plan" on the development of education is about to make a systematic deployment on speeding up the construction of learning-oriented society. The lifelong learning strategies of different countries have a certain reference value for building the learning society of China. Estonia made the basic principles, overall goals, five initiatives and their measurement indicators for building Lifelong Learning Strategy in its "2020 Estonian Lifelong Learning Strategy", whose concept of development has important implications for China.
