摘要
京津冀协同发展作为国家战略,需要相应的跨区域治理架构和机制作为战略实施的重要保障。作者应用制度分析视角和方法,从治理模式选择、治理结构搭建、治理机制设计及社会参与引导四个维度入手,基于京津冀协同发展的现实进展和面临问题,在分析借鉴国外大都市区域治理经验的基础上,探索构建京津冀协同发展的综合治理体系。作者主要得出以下结论和建议:在模式选择上,突出功能中心,弱化行政中心,采取国家战略统筹下的基于功能中心定位的多中心治理模式;在治理结构上,构建横向涵盖包括经济发展、公共服务和环境保护在内的多领域,纵向贯穿中央、地方政府和社会层面的多层次的协同治理架构;在治理机制上,综合运用行政管理、市场配置和社会网络等方式,构建激励相容的资源投入、协同合作、利益分配和制衡监督机制;在社会参与上,通过利益相关者管理将社会组织纳入协同治理系统之中,探索运用PPP等模式创新,构建政、商、民利益联合体,推进跨区域治理的多元化实现。
The coordinated development of Beijing,Tianjin and Hebei as a national strategy requires trans-regional coordinated governance as an important guarantee for the implementation of the strategy. This paper utilizes the institutional analysis method to construct a trans-regional coordinated governance system according to the practice and problems of Beijing-Tianjin-Hebei coordinated development. This system covers four dimensions including pattern selection,governance structure,governance mechanism and social participation. In the pattern selection, we should highlight the function center,weaken the administrative center,and adopt the polycentric governance model based on the function center under the national strategy coordination. In the governance structure,we need considering multi-fields covering economic development, public services and environmental protection,and vertical hierarchy penetrating the central,local government and social aspects. In the governance mechanism,we should integrally utilize administrative management,market mechanism and social networks to improve resource investment,interest distribution and supervision. In the social participation, we should use the stakeholder management and pattern innovation such as PPP to enrich this governance system,in order to balance the political,commercial,and social interests.
