安徽省生态红线区域划分与管控机制研究 被引量:9

摘要 生态红线,是我国新时期自然生态环境保护体制机制创新发展的重要成果。科学合理地划定生态红线和对生态红线区域的严格管控是我国新时期生态文明建设的重要内容和内在要求,也是保护区域生态环境和生物多样性最重要的强硬手段和艰巨任务。根据安徽省主体功能区规划方案,在开展自然生态环境现状分析评价和自然生态环境敏感性、生态系统脆弱性评估论证的基础上,统筹考虑新时期我国宏观人口政策以及"创新、协调、绿色、开放、共享"五大发展理念对安徽省未来人口分布、供给侧结构性改革、经济结构调整、国土空间自然资源开发利用、农村城镇化发展趋势、自然生态系统服务功能等因素的影响,提出在全省范围内划定11个生态红线区域的基本策略。生态红线区域划定后,需要采取严格的分类分级管控措施,创新生态红线管控体制机制。 Ecological red line is a major achievement to protect the ecological environment system and mechanism innovation during the new period. Demarcated ecological red line is the key content to speed up the construction of ecological civilization system and it's also the most important way and task of implementing ecological environment protection in China. According to the main function regional planning in Anhui province,they planned as a whole macro population policy in China and five concepts of developing about innovation,coordination, ecology, openness, and communion on the basis of the status of regional ecological environment assessment, vulnerability assessment and ecological environment sensitivity. Considering the future population distribution, economic layout, land use pattern, urbanization pattern and regional ecosystem service function and so on, they put forward to designate 11 ecological red line areas throughout the province. After the division of ecological red line zone, strict classification measures and effective management system need to be put forward to keep ecological red lines.
