社会治理视角:共青团组织职能解构研究述评

Social Governance Perspectives:Deconstruction Study of the Communist Youth League Organizations

由于共青团组织的特殊地位和政治属性,其现实职能并不为大多数人所知悉。尽管有学者着眼于共青团主体的诞生与发展,从政治学、社会学、管理学等多个角度对群团组织职能进行了剖析,但这些剖析往往是单线条和片面的,缺乏系统性的梳理和完整的解构。如果从主体本身转移到主体与客体之间的行为过程,即以社会治理为切入点,关于共青团组织的职能可以梳理成四个板块:作为党群纽带的共青团、作为政社枢纽的共青团、作为社会服务主体的共青团和作为它维空间载体的共青团。基于这四个板块或可较全面地对共青团组织职能研究进行系统梳理和诠释。

Thanks to the special status of the Communist Youth League（ CYL） and its political attributes,its real functions are not known to most people,although some scholars focus on the birth and development of the CYL,and analyze its organizations from such angles as politics,sociology,and management,but the article tends to be one-sided,short of a systematic combing and complete deconstruction. If analyzed from the subject itself to the behavioral processes between subject and object,namely taking the social governance as the breakthrough point,the functions of the CYL organizations can be combed into four parts： being the ties between the party and the masses,the social and political hub,the social service body,and the carrier of other dimensions. On the basis of these four parts,it is possible to systematically comb and interpret the functional research of the CYL.
