法治的实现需要法律语言的使用。法治思维和法治方式是语言影响与控制的结果。中国共产党十八届四中全会召开以后,我国兴起了一股法治修辞的热潮,这是形成法治思维、法治方式和法治话语的前奏。虽然法治必须由体制、制度、规范和程序等硬件构造,但硬件要想发挥作用,还须辅之以对法治理念、价值和原则的普遍认同。无论在运用法治进行组词、造句,还是根据法治的要求进行谋篇布局、决策行为都需要真诚地对待法治。法治是由法律使用所塑造的秩序。只有在真诚对待法治的基础上,才有可能真正推进法治中国的建设。全面推进法治中国建设不仅需要制度改革的推进,也需要话语方式的转变。

The realization of the rule of law is the process of using the legal language. Lan- guage influences and controls the rule of law thinking and the way of the rule of law. After the fourth session of the eighteen meeting, Chinese started a Legal Rhetoric upsurge, which is formed the prelude the rule of law of thinking and ways. Although the rule of law must be made by hard- ware structure, just as the system, institution, standard and procedure, but if the hardware wants to play a role, it must be complemented by the concept of the rule of law and universal values and principles. The theory of group of words, in the use of the rule of law in a sentence, or layout ac- cording to the rule of law , or the requirements of decision - making behavior needs to be treated the rule of law sincerely. The rule of law is used by law created order. 0nly in the basis of good faith toward the rule of law, may it promote the rule of Chinese construction. In the rule of law China construction requires not only the system reform, but also the change of the mode of dis- course.
