根据底线公平理论,社会福利包括底线福利和非底线福利,社会福利公平包括底线福利公平和非底线福利公平;底线福利公平是社会福利公平的基础,实现社会福利公平必须以底线福利公平为起点。底线福利公平具有地位基础性、性质绝对性和政府首责性三大特征,底线福利公平的实现途径包括最低生活保障公平、义务教育公平、公共卫生服务公平和基础养老金公平。

According to the baseline equity theory, social welfare system includes baseline welfare and no - baseline welfare. Social welfare equality includes two types of the baseline welfare equality and the no - baseline welfare equality. Baseline welfare equality is the prerequisite conditions of achieving social welfare equality. The baseline welfare equality have three features： foundation, absoluteness, and government accountability. The ways to realize the baseline welfare equality include fair living se- curity, compulsory education equity, public health service equity and basic pension equity.
