农村治理政策试点的理论逻辑与实践机制

Analysis of the Theoretical Logic and Practical Mechanism of Rural Governance Policy Pilot

政策试点是我国农村深化改革及政策创新的重要方法,但农村治理政策试点的特殊性却未受到充分重视。本文从农村政策环境的特殊性切入,析出农村政策试点在主体、时空、内容三大维度与城市及其他行业性试点存在的差异;在此基础上,本文认为农村政策试点在我国政策变迁过程中开辟了一条时空受限的"非线性"政策创新路径,"间断-平衡"理论为理解这一路径及其具体实践机制提供了有益的解释框架。

Policy pilot is an important way to deepen reform and policy innovation in rural governance, but the particularity of rural governance policy has not been paid enough attention to. Beginning with the particular policy environment of rural areas, this paper analyzes the difference between rural policy pilot and those in urban areas and other industries on the dimensions of the main body, the time and space, and the content. On this basis, this paper argues that the rural policy pilot of our country has opened up a space - constrained ＂non - linear＂ policy innovation path in the process of policy change. The theory of punctuated equilibrium provides a useful explanatory framework for understanding this path and its practice mechanism.
