“Healthy China” National Development Strategy and Research Issue of Health Fiscalogy

中国共产党第十八届五中全会明确提出"推进健康中国建设"。谁去建设、谁是责任主体、如何建设、主要途径、什么时间建成、依靠什么资源建设等核心议题应运而生。以卫生财政学、福利财政学、财政政治学和社会福利理论为基础,从制度财政学、财政预算学、管理财政学、理论财政学和文化财政学等多维视角,列举国家财政制度框架、卫生财政制度框架、卫生财政价值观基础与理论基础、卫生政策法规等21类研究议题,全面界定卫生财政学研究范围内容与优先领域研究问题清单,系统论述每类卫生财政学研究议题的内涵外延,简要勾勒中国特色现代卫生财政学研究议题理论政策和健康服务涵义,为健康中国、福利中国、中国梦和全面建成小康社会奠定现代卫生财政、福利财政制度基础。

The Fifth Plenary Session of the 18th Central Committee of the Communist Party of China has proposed ＂to promote the construction of healthy China＂ clearly. The core issues about who construct, who are the liability subject, how to construct, what is the main approach, when can they be completed and what resources can be relied on come up accordingly. Based on health fiscalogy, welfare fiscalogy, fiscal politics and social welfare theories, this paper lists 21 categories of research issues including national fiscal institutional framework, health fiscal institutional framework, health fiscal value and theoretical basis, health policy and law, from a multi - dimension perspective on institutional fiscalogy, fiscal budgeting management, theoretic fiscalogy and so on. It also defines the research sphere and the content of health fiscal- ogy, and the list of the priority areas of research issues, discussing the connotation and extension of each genre of research issues on health fiscalogy systematically, delineating theoretical policies and implication of health services about research issues on modem health fiscalogy with Chinese characteristics, in order to establish modem health finance, welfare finance institutional foundation for healthy China, welfare China, Chinese dream and building a well - off society.
