油田维修改造工程项目监理现状及对策

Status and Countermeasures of the Project Supervision for Oilfield Maintenance and Renovation Engineering

油田维修改造工程项目多、覆盖广、分布零散、环境复杂,管理难度大,然而,有些承担这些项目管理任务的监理企业,注重揽活,轻视管控,没有充分发挥监理作用,项目建设投资失控、进度失控、质量失控的现象不断出现。造成这种情况的主要原因是当前建筑市场不够规范,缺少有效监控;业主对监理的定位不准确,过多地干预监理工作,监理职能难以正常履行。为此,要从以下几个方面入手:规范油田工程项目市场建设,引进市场竞争机制,增强监理企业的危机感和紧迫感,使监理企业进入良性竞争状态;业主要正确认识监理的作用,减少对监理工作的干预,可增加设计监理职能;建立考核评价机制,采取末位淘汰制度,加强对监理企业的现场管理和考核。

The maintenance and renovation engineering in the oilfield have many projects, broad coverage and scattered distribution,thus its management is complicated.However,some supervision enterprises in charge of the management of these projects pay more attention to undertaking the projects rather than management and control.They do not give full play to supervision,and phenomena of losing control of investment, construction and quality of construction appear constantly. The main reason is that the current construction market is not standardized and lack of effective monitoring; proprietors have inaccurate understanding of the role of supervision enterprises and intervene the supervision work too much,which make the supervision function difficult to be fulfilled.Therefore,following measures should be taken： the oilfield engineering project market construction should be standardized,and the market competition mechanism should be introduced to increase supervision enterprises＇ sense of crisis and urgency so as to lead supervision enterprises to begin healthy competition; proprietors need to aware the supervision function correctly and reduce the interference to the supervision work,and designing supervision function can be added; the assessment and evaluation system should be established,and the lowliest place elimination system can be adopted to strengthen the onsite management and assessment of supervision enterprises.
