新疆南疆四地州教育事业发展及金融支持研究

Research on the Financial Support to The Education of Four Districts in Southern Xinjiang

党的十八大以来,党中央国务院将南疆教育工作提到了前所未有的战略高度,提出"坚持教育优先,培养优秀人才"的要求,从顶层设计上开创性地给予多项重大政策措施强化对南疆教育的支持力度。本文在回顾中央新疆工作座谈会以来南疆教育取得丰硕成果的基础上,总结出发展南疆少数民族地区基础及特色教育对新疆经济发展与社会稳定的重要现实意义。分析制约当前特色教育工作发展的瓶颈,并从制度、人才及金融支持角度探索得出进一步加快南疆教育事业蓬勃发展的有效路径。

Since the eighteenth congress of CPC, central committee under the state council elevated theeducation of southern Xinjiang into an unprecedented strategic height. It also put forward request of ＂adhering toeducation priority and cultivating excellent talents＂ and gave a number of major policies and measures to strengthenthe pioneering of southern Xinjiang education support on top level. Based on the review of the fruitful resultssouthern Xinjiang education had yielded since the National Conference on the Development of Xinjiang, the papersummarized the important practical significance of developing the basic and the characteristic education in southernXinjiang ethnic areas to maintain the economic development and social stability of Xinjiang. Then the paperanalyzed the bottleneck restricting the development of the current special education work and explored an effectivepath for speeding up the vigorous development of the southern Xinjiang education from the perspective of system,personnel and financial support.
