城镇化转型时期城市空间资源配置趋势、机制和调控 被引量:1

摘要 在回顾了我国城市土地利用空间发展的历程之后,基于统计数据和资料分析,认为改革开放后城市空间资源配置总体上表现为产业空间的急速外拓,而居住空间的拓展表现出一定的滞后性.继而建立了城市空间资源配置机制的研究框架,并结合分析早期福利房住户的居住改善需求、城市新移民的住房需求、人口年龄结构特点、家庭规模的变化和两栖人口的住房需求,以及产业结构升级和区域空间重组的趋势,指出城镇化转型时期,我国城市空间资源配置的重点将从“产业空间为主”向“居住空间为主、产业空间为辅”的发展阶段转变;进而提出引导城市空间资源有效配置的若干调控策略.考虑到我国巨大的区域发展差异,上述变化在不同的地区会有所不同. This article firstly reviews the process of the development of China’s urban land space use. Based on the statistical data and reference materials, that urban industrial space experiences fast sprawling, especially after China joined the World Trade Organization, but the increasing of residential space lags, especially in metropolises. Then a framework was established to study the mechanism of urban spatial resource allocation, and we point out that the key to Chinese urban spatial resource allocation would change from the phase focused on industrial space to the phase considered both residential space and industrial space in the period of Chinese urban transition. In this analyzing process, the demand of housing improvement for the residents with only welfare house, housing demand for new urban migrants, age structure of residents, the different family scales, housing demand of aged people moving from their hometowns to the cities where their children live, the upgrade of industrial structure and the trend of regional spatial restructuring are studied. Finally, some regulating policies to improve urban spatial resource allocation are brought forward. To consider there are huge regional disparities in China, such change would vary in different regions.
