新型城镇化视角下特大城市外围地区规划思考——以永清为例

A Study on Outlying Area of Mega-cities under the Perspective of New Urbanization——The Case of Yongqing

特大城市功能组织区域化是当前城镇化发展的重要特征,这一过程赋予了外围地区重要的区域责任和价值,也增加了这一类型地区城乡发展的特殊性和复杂性.文章首先分析了外围地区三个层面的矛盾关系,以及所导致的城镇化变异现象;其次对照新型城镇化的目标要求,思考外围地区的规划重点;最后,结合永清的案例,提出规划策略,即：构建“地区城市”,划分发展次区域,划定功能片区,以及培育“新市镇”.

Functional regionalization of mega-cities is an important characteristic of current development of urbanization, which makes the outlying area from its own regional responsibility and value, which also increases particularity and complexity of such areas. This paper analyzes the contradiction in the outlying area on three levels and the variation of urbanization. Then, some thoughts of planning focus in such areas are proposed, according to new urbanization theory. Finally, planning strategy is put forward with using Yongqing as a case.
