我国体育社会组织的内涵、演进与发展

The Connotation,Evolution and Development of Sports Social Organizations in China

运用文献资料法和逻辑分析法,对体育社会组织的概念、分类、功能进行诠释,并梳理了建国以来我国体育社会组织的演进历程,将其分为全能型政府下的依附期、发展型政府下的管控期和服务型政府下的合作期三个阶段。认为,现阶段我国体育社会组织发展虽然取得了总量的增加、双重管理体制的突破以及从管控到培育的角色转变等成效,但也暴露出去行政化不彻底、与政府合作机制不成熟、社会参与意识薄弱等不足。针对以上问题,指出坚持体育事业与体育产业"双轮驱动"的发展模式,注重法治化、枢纽化和专业化建设,逐步形成政社分开、权责明确、依法自治的现代意义上的体育社会组织是未来我国体育社会组织的发展趋势。

By methods of literature and logic analysis,the concept,classification and function of sports social organizations are interpreted.After discussing the evolution courses of China＇s sports social organization since the founding of the People＇s Republic of China,in this study,it is divided into the dependency period under all-round government,administrative control period under development-oriented government,and cooperation period under service-oriented government.It is argued that at the present stage,the total amount of sports social organizations in China has increased,made breakthroughs of the dual management system and transferred from the role of administrative control to nurturing,but some disadvantages are also exposed,including incomplete deinstituionalization,immature mechanism of cooperation with the government,weak consciousness of social participation.In view of the above problems,it is pointed out that the development mode of ＂two-wheel drive＂for both the sports cause and the sports industry should be insisted,that the rule of law,the pivotalization and the specialized construction should be emphasized.Sports social organization with modern sense and features of separation of government and organizations,clear stated rights and obligations,and self-governance based on law,is the future development trend of sports social organization in China.
