摘要
"勇于变革"教育改革方案在以色列的众多教育改革中独树一帜,其独到之处有两点:一是以"周指导时间"取代财政状况分配资源;二是学校管理部门有权支配这种资源。专家对第一年改革成果进行调研,归纳了学校行政部门使用前述资源的9种组织模式。这些模式具有通适性,为其他学校提供借鉴和启示,促使以色列的教育改革取得成就,该改革对其他国家的教育改革和发展同样具有重要意义。
Israel's'courage to change'reform plays the most important role among all the education reforms.The uniqueness of this reform lies in two points:First,allocated resources come in the form of'weekly instruction time'rather than finance.Second,the school management has the right to decide how to apply this resource.The experts investigate the reform results in the first year,identifying nine organizational patterns employed by school management.Identification of these patterns could inform other schools,contributing to construction of knowledge concerning resource exploitation.This Israel's educational reform has significant effect on the reform and developments of education in other countries.
