中医药食疗产品功用声称标签管理问题刍议——借鉴美国功能食品标签管理的制度创新

Comments on the Management Problems about the Functional Labeling of Chinese Medicinal Food——Learning the Labeling System Innovation of American Functional Foods

近些年,国家出台了一系列促进中医药食疗(功能食品)产业发展的政策法规,而我国现有食品功用声称标签管理规范不尽合理,极大的制约了"中医药食疗"产业的发展。文章围绕中医药食疗产业发展背景、我国现行食品标签管理制度规范、美国功能食品标签管理制度安排进行了阐述,提出应借鉴美国功能食品标签管理的制度创新经验,从制度上完善我国中医药食疗产品功用标签管理。

In recent years,a series of policies and regulations have been promulgated to promote the development of traditional Chinese medicinal food（ functional food） industry by the state,but our existing management specification to claim Chinese medicinal food are unreasonable,which greatly restrict the development of Chinese medicinal food industry. The development background of Chinese medicinal food industry,our existing institutional criteria to claim medicinal food and the labeling management system arrangement of American functional foods are elaborated in this paper. The paper put forwards that we should draw lessons from the institutional innovation experience of American functional food labeling management and perfect the function labeling management of Chinese medicinal food products in terms of institution.
