水电工程移民安置规划变更与程序完善对策

移民安置规划工作是水电工程建设工作的重要组成部分,在具体的实施过程中,由于多种原因会产生一定程度的变更,现阶段,对移民安置规划变更的处理程序还没有形成有效、统一的管理机制。本文在分析移民安置规划变更分类方法的基础上提出了移民安置规划变更的处理程序及各方职责,最后提出当前阶段处理移民安置规划变更的建议,供参与各方在处理移民安置规划变更时参考。

The resettlement planning work is an important part of hydropower engineering construction work, and in the specific implementation process, due to various reasons, there will be a certain degree of change, but at the present stage, it has not formed an effective and unified management mechanism for the processing program for resettlement planning changes. This paper is based on the analysis of classification method of resettlement planning change, presents the resettlement plan change procedures and responsibilities of the parties, and finally puts forward the proposals, so as to provide references for the participation of all parties to treat resettlement planning changes.
