淮河上游河道综合治理后的长效管理实践

Long Term Management Practices after Comprehensive Harnessing of the Upper Reaches of the Huaihe River

自新中国成立,治淮就成为党和政府一直关心的大事,1951年毛泽东主席发出"一定要把淮河修好"的伟大号召,在此后的60年间形成了3次大的治淮高潮,淮河上游防洪体系框架已初步形成,行洪河道更加畅通,洪水管理能力进一步增强,保护区的防洪标准进一步提高,在抗御历次洪水中,已建工程发挥了巨大的防洪减灾效益。但在工作实践中发现信阳市的河道管理工作还存在一些不足和问题,本文的目的就是通过对淮河干流及主要支流管理现状的分析,提出长效管理思路。

Since the funding of New China, Huaihe River has become the concerned event of the party and the government. In 1951,President Mao Zedong issued a great call for the restoration of Huaihe River. In the next 60 years, it has formed three major Huaihe River harnessing climax. The upper reaches flood control system framework of the Huaihe River has been initially formed, the flood channels become more smooth, the ability of flood management has been further enhanced, and flood control standards of the protection zone have been further improved. In all flood resisting, the finished projects have played a huge benefit in flood control and disaster mitigation. But it is found that there are still some deficiencies and problems in practice of the Xinyang river management. The purpose of this paper is to put forward effective management ideas through the analysis of the Huaihe River and its major tributaries management situation.
