新颁《普通高等学校学生管理规定》与高校辅导员工作的实践

New Regulations for Common College Students and the Practice of College Counselors Work

高校辅导员务必要高度重视和认真学习将于2017年9月1日起实施的《普通高等学校学生管理规定》。《规定》是一部具有鲜明导向性、生动主体性和时代创新性的行政规章,主要凸显了五个方面的特点:一是突出高校立德树人根本要求;二是为学生创新创业提供制度支持;三是更加注重保护学生权益;四是促进学生自我管理;五是推进高校依法治校。通过结合《规定》中的总则、学生的权利与义务、学籍管理、校园秩序与课外活动、奖励与处分、学生申诉、附则等章节的新亮点,指导新时期高校辅导员工作的实践,以适应学生管理服务的变化与需要。

College counselors must attach great importance to and seriously study new R eg u la t io n s fo r Common College S tu d e n ts , which will be implemented in September 1, 2017. The R eg u la t io n s is a distinctive, vivid and subjectivity oriented era innovation of administrative regulations, highlighting the main characteristics of the five aspects： one is to strengthen morality in university; two is to provide institutional support for students爷 innovation and entrepreneurship ; three is to pay more attention to the protection of the rights and interests of the students; the four is to promote the students 爷 self management 曰 five is to promote the rule of law in university. Through the combination of the R eg u la t io n s in general; the students’ rights and obligations, school management, campus order and extracurricular activities, rewards and punishment, student grievance andsupplementary, it is to guide the practice of college counselors work in the new period, in order to adapt to the change and needs of the students’ management and service.
