摘要
家政服务业由于其产业特性,供应链具备复杂性和融合性。通过对京津冀多家企业的访谈,构建了由人力资源供应—获取—发展—配置及反馈五大环节组成的家政服务业人力资源供给链,分析学校、企业、雇主、政府机构及行业协会五个节点在供应链上的定位,以及职能行使的不足。从构建科学的供给系统、完善企业供给主体的管理、推进政府—协会关系变革三个方面提出提高家政服务业人力资源供给质量的对策建议。
Due to the industrial characteristics of homemaking service industry,its supply chain has complexity and integration.This paper constructs a human resource supply chain of homemaking service industry by means of interviews with a number of enterprises in Beijing,Tianjin and Hebei Provinces.The model is composed of five parts:human resource supply,acquisition,development,allocation and feedback,which analyzes the position of the five modes in the supply chain,including schools,enterprises,employers,government agencies and industry associations.Besides,it also shows the insufficiency of exercising functions.Finally,it puts forward to countermeasure and suggestion of improving the human resource supply quality on homemaking service industry,which from building a scientific supply system,improving the subjectival management of enterprise supply and promoting the change of relations between government and industry associations.
