Marx and Engels' Requirements for the Quality of Party Cadres and Its Implications

【内容提要】马克思恩格斯在指导无产阶级政党建党的过程中,对党的干部提出了多方面的素养要求,包括:在政治上,要求党的干部坚持革命理想、坚持原则、捍卫党的性质;在理论上,要求党的干部认真学习、研究、宣传科学理论,重视并发挥党的报刊的作用,正确对待党内的讨论、争论和批评;在组织、制度、纪律上,要求党的干部带头遵守党的章程、维护民主集中制的组织原则、遵守党的纪律;在意志、用权、作风上,要求党的干部经得起对敌斗争和党内斗争的考验,自觉接受权力的监督和制约,具有高尚情操并在学习与实践中磨炼成长等。中国共产党是马克思主义政党,马克思恩格斯的相关论述对当代中国共产党人在从严治党中提升干部素养,具有重要的启迪意义。

In guiding the establishment of the proletarian party,Marx and Engels put forward a wide range of requirements for the party cadres.In political terms,the party cadres must adhere to the revolutionary ideal and the principles of the party and maintain the nature of the party.In theoretical terms,they must study and promote scientific theories,pay close attention to and fully utilize the party’s newspapers and magazines,and treat the internal discussion,debate and criticism within the party in a rational manner.In organizational,institutional and disciplinary terms,they must abide by the constitution of the party,the organizational principles of democratic centralism,and the party’s discipline.And in terms of their will,exercising of power and style of work,they must withstand the test of the external struggle against the enemy and internal struggle within the party,consciously accept the supervision and regulation of their power,have noble sentiment and improve themselves through study and practice.For the Communist Party of China(CPC)as a Marxist political party,the party related explications of Marx and Engels are of important enlightening significance in terms of improving cadres’quality in the process of comprehensively strengthening the Party discipline.
