1962年国民经济调整进入"最关紧要"阶段,中央政治局常委会经反复酝酿、协商,决定恢复设立中央财经小组,并确定了小组成员和组长人选。在中央政治局和中央书记处直接领导下,在相关部门和地方的支持配合下,中央财经小组全面参与国民经济调整,主持制定了《关于讨论一九六二年调整计划的报告》,开启了大规模调整工作的序幕,写下了中国共产党领导社会主义经济建设的重要篇章。在完成这个阶段性任务之后,中央财经小组逐渐淡出决策层。
