关于开展卫生计生监督执法全过程记录制度建设工作的体会(上)

执法全过程记录制度是全面推进依法治国的一项重要制度,卫生计生监督领域以开展试点为抓手推行执法全过程记录制度。本文通过工作实践,总结各地建立健全工作制度、推进使用执法记录仪、完善软硬件设施等亮点和经验,结合实际分析制度推行中存在主客观条件限制等制约因素。通过了解和借鉴其他行政执法部门、地方、司法领域在执法全过程记录制度和规范化建设上的经验做法,提出卫生计生监督执法系统下一步推进执法全过程记录制度工作的展望和设想。

The record system of law enforcement is an important system for comprehensively advancing in the law-based governance. Through practice, combining with the actual analysis system of restricting factors such as subjective and objective conditions, this article set up a sound system of work, promote the use of law enforcement recorder, improve the software and hardware facilities, etc. By understanding and reference to the experience of the whole process record system and standardization in other administrative law enforcement department, local and judi- cial field, this paper put forward that the next step of promoting the law enforcement process record system in health and family planning supervision and law enforcement system.
