摘要
本文回顾了联合国2003—2005年间主导的世界信息社会峰会(World Summit of Information Society,WSIS)对国际传媒发展的愿景和行动计划,综述了2005—2015年该计划在传媒领域发展的十年历程。本文介绍了传媒在各国建设信息社会过程中发挥的重要作用,进而分析了数字时代的若干关键领域,如记者安全、新闻传媒发展以及媒介和信息素养等方面取得的成就和面临的挑战。本文展望了峰会2015年后的媒介发展趋势和传媒发展纳入促进2030年可持续发展目标的大框架的新形势,并具体分析了包括网络隐私、假新闻泛滥以及网络仇恨和极端言论现象等若干新问题。世界信息峰会的十年历程表明,为应对信息技术和传媒融合过程中层出不穷的诸多问题和挑战,必须仰仗包括政府、技术群体、传媒机构、私营企业、学术界和民间团体在内的多方利益相关者充分参与到传媒发展的政策制定和执行过程中。
Having reviewed the ten-year process of World Summit of Information Society(WSIS)as initiated by the United Nations during 2003—2005,the paper drew a comprehensive picture of WSIS vision and actions taken during the implementation phase of 2005—2015,and particularly sheds light on those progresses achieved in the domain of international media development.The paper shows that media have played an instrumental role in building information societies at country levels and analyzes major achievements and challenges in several key areas of international media development ranging from protecting safety of journalists,inclusive media development to promoting media and information literacy in digital age.Further,the paper explores some recent trends of media development at the beginning of post-2015 phase and informed that media development is being considered within and integrated to the ongoing process of achieving the 2030 Sustainable Development Goals.The paper also addressed several emerging issues including online privacy,fake news,online hate speech and radicalization.The tenyear implementation of WSIS proves it crucial to take a multi-stakeholder approach and ensure proactive participation of governments,technical community,media organization,private sector,academic and civil society in the policy making and implementation related to media development,in order to tackle those emerging complex challenges posed by ICTs and media convergence.
