Summary of Theory and Practice of Inner-Party Supervision since the 18th CPC National Congress

党内监督是无产阶级政党建设的重要内容。党的十八大以来,以习近平为核心的党中央在党内监督问题上,提出了许多富有创建性的理论构想、开展了许多富有成效的实践活动,国内外学术界对此给予了相当的关注。国内学者分析了加强党内监督对于中国共产党权力正确运行、实现国家治理现代化、反腐倡廉、营造良好党内政治生态等方面的作用;剖析了目前党内监督在制度体制、主体客体、措施配合等方面存在的问题;从制度建设、体制改革、思想教育、关注重点、激活群体、强化纪委等方面提出了进一步加强和改进党内监督的对策建议;分析了新时期党内监督的两个重要特点。国外学者肯定了中国共产党全面从严治党的决心和科学划分政党权力的理念;研究了中国共产党加强党内监督制度建设的内容、原则;分析了中国共产党党内专门监督机构的运作方式、执纪重点以及实际功效等;尖锐地指出了当前中国共产党党内监督存在的问题、根源及对策。要实事求是地评析这些研究,取其精华、去其糟粕,不断丰富和发展中国特色社会主义党内监督的理论与实践。

Inner-party supervision is an important part of proletarian party building. Since the 18th CPC Na- tional Congress, the CPC Central Committee with Xi Jinping as the core has put forward many creative ideas and carried out many fruitful practical activities on inner-party supervision, which is highly concerned by academic cir- cles both at home and abroad. Domestic scholars have analyzed two important features of inner-party supervision at the new period and the role of strengthening the inner-party supervision in regulating power operation of CPC, mod- ernizing state governance, combatting corruption and upholding integrity, building a good inner-party political e- cology. Besides, the scholars have also anatomized the problems of system and institution, subject and object, and cooperation mechanism as well as other issues. Thus, they have put forward countermeasures and suggestions on how to further strengthen and improve inner-party supervision from the aspects of system construction, system reform, ideological education, focus of attention, group activation, and strengthening the Committee for Discipline Inspec- I tion of CPC. Foreign scholars have affirmed CPC＇s determination to strengthen the Party discipline comprehensively and its scientific division of Party power, studied the contents and principles of the CPC＇s inner-party supervision system, analyzed the operation mode, working focus and the actual effect of Committee for Discipline Inspection of CPC, sharply pointed out the current problems in the supervision with the root causes and countermeasures. In order to enrich and develop theory and practice of the socialist inner-party supervision with Chinese characteristics, we should evaluate these studies in a practical and truth-seeking manner by taking its essence and eliminating the dross.
