公共文化服务市场化背景下政府如何扮演“精明的买主”角色 被引量:14

摘要 政府购买公共服务是政府市场化改革的典型做法,也是我国公共服务改革的方向之一。然而,政府购买公共服务不是政府责任的退却,而是要使政府以公众需要为目的成为"精明的买主",有能力克服政府购买公共服务中所存在的"供给方缺陷"和"需求方缺陷"。成都市通过"公共文化服务超市"这一实践形式,在政府、社会与公众之间搭建了一个双向互动的交易平台,该平台通过公众参与、政府买单的形式,保障了公共服务的精准性,实现文化市场与公共文化服务之间的有机融合,有效克服了政府购买服务中普遍存在的"供给方缺陷"和"需求方缺陷",使政府较好地扮演了"精明的买主"角色,对我国其他地区的公共文化服务市场化具有重要的参考价值。 The purchase of public services by the government is a typical practice of the governmentmarket-ori- ented reform and one of the directions for the reform of public services in our country. Nonetheless, the reform is not a retreat of government responsibility. Rather, it aims to enable the government act as smart buyer for purchasing public service, of which to overcomethe market defects in both sides of supplyand demand is prioritized. This paper- has taken Chengdu as an example and introduced the city's innovation in setting up a market platform named public culture service supermarket, which is a two-way interactive trading platform among the government, society and public. The platform has guaranteed the accurate delivery of public services through public participation and govern- ment procurement. Its organic integration of culture market and public culture service has effectively overcome the market defectsthat prevail in public service procurementof government, facilitating the government to play therole of smart buyer and settingimportant reference value for the other parts of theCountry.
