基于新修订的MARPOL公约的海上油气钻采设施防油污实施办法

On Methods to Prevent Oily Pollution from the Offshore Drilling Facilities Based on MARPOL ANNEX I

为防止海上石油钻采活动对海洋造成油污染，对海上石油开采设施的油污染来源和原因进行分析，考虑MARPOL公约关于海上油气钻采设施防油污相关决议的最新要求，从履行公约和完善法规的途径对油污染提出应对措施，为我国海上设施防污染治理提供法理支撑，同时为“走出国门”的油公司在应对沿岸围执法检查时提供技术支持。

To prevent oily pollution from the offshore drilling facilities, the source of pollution were summarized, the reasons were analyzed, the latest requirements of the MARPOL annex I were interpreted, the solution on pollution were provided by im- plementation on MARPOL convention as well as safety management enforcement. The research work is benefit for the China＇ s maritime prevention pollution legal system, and provides technical support in response to coastal survey for oil companies to go abroad.
