Safety Evaluation of the Crude Oil Transfer from Ship to Ship at Sea by AHP and GIA

海上原油过驳是一项高风险的作业，一旦发生泄漏事故，将造成极其巨大的环境污染损害。从人为因素、船舶及设备因素、环境因素和管理因素4个方面对原油过驳作业提出安全评价指标，建立多层次灰色评价模型对钦州原油过驳作业进行安全评价，并且提出相应措施。

Crude oil transferring from ship to ship is one of the high-risk operations, which will lead to huge environment pollution once spilled. The evaluation indicators were determined from human factor, vessel and equipment factor, environment factor and management factor. Then muhilevel grey evaluation model was built to evaluate the safety of crude oil transferring operation in Qinzhou, and the corresponding supervision measures proposed.
