省级电力交易实践中的若干问题研究

Research on Several Problems in Practice of Provincial Electricity Trading

围绕省级电力交易普遍存在的电力供需失衡、场外直接交易失序、交易机制设计不完善、监督惩罚机制不配套等问题,从电力市场整体机制设计和完善的宏观角度,探索这些问题的解决方案。提出一种新型省级电力合作平台构想,旨在实现有关各方合作共赢;并按照全电力系统最优的思路讨论了省级电力交易机制设计中的交易模式和出清方式的变化;最后,给出采用协同监管的方式进行电力交易监管的改良方案。

In order to solve some typical problems such as the imbalance of power supply and demand, the direct transaction chaos, the imperfect or inappropriate design of the trading and the supervision mechanism in the current provincial electricity trading, possible solutions are discussed in this paper from the macro perspective of the overall optimization design of the electricity market. In view of Power Efficiency Overall Planning, an innovative transaction platform for the provincial trading is proposed for an all-win cooperation. In addition, the modified transaction mode and market clearing role are also discussed. Finally the method of collaborative supervision is suggested for improvement of supervision mechanism.
