国内外电力体制改革研究

A Brief Analysis of the Electric Power Reform at Home and Abroad

为了解决能源危机,环境污染等一系列问题,促进新能源开发利用,英美等过率先进行了电力体制改革。通过分析国外电改的政策及取得的成就,结合我国新电改的政策和方向,给出现行新电改面临的机遇和挑战。分析结果表明:国外电改在取得较成绩的同时,也暴露了一些问题,不同的电改适合不同的国家;尽管各国发展特点不同,但共同的趋势是向低碳环保方向发展;中国电力改革发展之路,必须充分尊重自己本身的情况和基本国情。

To deal with the energy crisis and address a series of problems such as environment pollution and promote development and utilization of new energy,Britain,the Unites States and other developed countries took the lead in carrying out the reform in power sector. Based on an overview of the policies and achievements of the power reform in foreign countries,and according to the policies and trends of China＇s new round of power reform,this paper presents the opportunities and challenges the new power reform faces. The analysis results show,while the power reform in foreign countries have made great achievements,it also exposes some problems;and different countries should have their different power reform patterns.While countries have different characteristics in their developments,the common trend is to develop in the direction of lowcarbon environment protection. China＇s power reform should give sufficient consideration to her own conditions and situations.
