The Development and Implement of Integrated Department Budget Management Information System in One Ministry

为提高财务管理信息化水平,某部对原有的以会计核算为主要任务的财务管理信息系统进行了重新开发和改造,新增预算管理子系统,将预算管理功能和会计核算功能有机融合在同一个ERP系统上,同时对接部门预算编制系统数据。改造后的系统实现了经费支出申请、审批、报销管理的网络化,预算编制、预算执行管理控制和预警、预算执行结果处理(账务处理)、反馈(统计报表与查询)的一体化,以及财务管理和业务管理的协同处理,提高了单位行政管理工作效率、预算管理水平和财务管理工作精细化、规范化。

With the low level of informatization, the financial management today cannot meet the demand of more refined and formal department budget management after modern budget reform. Therefore, the project of Integrated Department Budget Management Information System is introduced in one Ministry. The project includes the redevelopment of the traditional accounting-oriented financial management system and the introduction of new budget management sub-system. It conforms the budget management with accounting and data from department budget system in one ERP system. With the help of the new system, people can apply for and approve budget and reimbursement online, plan for budget, control and alert for risks in budget, manage the budget implement and get feedback accounting statements from one integrated system, really combining accounting management with business management. The project increases the efficiency in the Ministry,improves its budget management and formalizes its financial management, speeding up the integration of financial and management accounting in the department. The paper mainly focuses on the background and reason for the system development and the contents and the implementing of the system, analyzing the effects and experience from the new system.
