2016年国家、地方"十三五"规划相继出台,为今后关键五年能否实现经济跨越发展提供了理论依据和科学指导.以浙江省温州市洞头区"十三五"科技发展规划的编制为例,探析"十三五"区域科技规划的编制与其他时期的不同之处以及区域科技规划编制方法、特点,有助于相关工作人员准确把握区域科技发展规划编制的要点,为科技发展规划的编制和实施提供参考.

In 2016,national and local＂the 13 th Five-Year＂planning were introduced,which provides theoretical basis and scientific guidance on whether the future five key years can achieve great economic great development. Taking the preparation of the 13 th FiveYear science and technology development plan of Dongtou District,Wenzhou city in Zhejiang province as an example,the paper analyzes the differences between the construction of＂the 13 th Five-Year＂regional science and technology plan and that of other periods as well as the methods and characteristics of making regional science and technology plan,which can help related workers accurately grasp the key points of making regional science and technology development plan and provide some reference for the preparation and implementation of similar science and technology development plan in the future.
