基于战略效益分析框架的航天预研项目决策研究

Astronautic pre-research project decision research based on the strategic benefit framework

引入包含国家、产业、企业三个战略层面,涵盖经济、社会两个效益维度的战略效益评价指标,建立战略效益三阶段动态演化分析框架。基于此分析框架,综合考虑项目不确定性风险和管理柔性水平,构建"战略效益-不确定性风险-战略管理柔性水平"项目评价三维矩阵和决策机制,为航天复杂产品研发项目决策提供科学依据。

According to the defined variable-strategic benefit,w hich consists of tw o kinds of benefit（ economic and social） and three strategic target dimensions（ national,social and enterprise）,this paper establishes a new framew ork of the three-stage dynamic evolution of the strategic benefit. Based on this framew ork,considering the uncertain risks and the flexible strategic management level of the astronautic pre-research projects,this paper constructs an three-dimensional matrix of ＂strategic benefit-uncertain risk-flexible strategic management level ＂and a corresponding subjective decision mechanism. As a reference,the executives can management the w hole astronautic complex product RD system scientifically,efficiently and successfully.
