摘要
e-Navigation作为实现高效海上运输的全球解决方案,已经推动建设了多项具有国际影响力的实践工程项目.通过分析国际上具有代表性的MONALISA和ACCSEAS工程项目,借鉴其中的创新理念和创新技术,并结合我国航海保障发展的现实需求,提出在我国建立一个基于"海事云"与"海事链"为一体的集海事服务、船舶与环境监管、标准统一的中国海上综合信息服务平台.研究结果表明,该平台的建设可以有效协助船舶从泊位到泊位之间实现安全—环保—高效的海上交通.
E-Navigation,which is the global solution for safety and security at sea,has promote the construction of many practical projects with international influence. In the paper,the representative MONALISA and ACCSEAS Testbeds are analyzed and their new ideas and techniques are referenced. Combined with the actual needs of China＇s navigation,an integrated information service platform for China maritime is suggested to be established based on ＂Maritime Cloud＂and＂Maritime Chain＂to ensure the management onboard and ashore,which can effectively assist ships from berth to berth with high security and efficiency.
