正义是人们追求的永恒价值，制度正义是良序社会的首要价值。我国将提升国家治理能力定为全面深化改革的重要目标。国家治理是实现制度正义的前提和基础，制度正义是国家治理的目标和归宿。当前中国在制度正义方面存在一些有待完善的地方，依法治国与以德治国相结合能增强国家治理能力从而实现制度正义。

Justice is the eternal ideal that people pursue.Institutional justice is the primary value of social order.China will enhance the ability of national governance as an important goal of deepening reform.National governance is the premise and foundation towards the achievement of institutional justice.Institutional justice is the goal and ultimate result of state governance.At present,China has some imperfections in institutional justice.The combination of the rule of law and the rule of virtue can enhance the ability of national governance to achieve institutional justice.
