民营养老机构建设过程中的政府责任探究——基于蚌埠市的实地调研分析

Research on Government Responsibilities in Constructing Private Pension Institutions——A Case Study of Bengbu City

随着人口老龄化持续增长,民营养老机构的建设势在必行并逐渐发挥重要作用。对蚌埠市实地调研和总结分析发现,我国民营养老机构在实际建设过程中遭遇了一系列的困境:公益性与营利性的矛盾,服务质量与设施的低水平化以及供求关系的失衡等。为有效促进民营养老机构的健康发展,政府必须承担起自己的责任,履行自身的职能,通过推进"医养结合",培育社会力量等措施来有效解决民营养老机构建设过程中的问题。

Along with the continuous growth of elderly population,the construction of private pension institutions is inevitable and it will gradually become very important. In our case study of Bengbu City we found that private pension institutions in China face a series of difficulties,including contradiction between public welfare and profitability,low-quality service and facilities,imbalance between supply and demand and so on. The government should shoulder its responsibilities and perform its function to promote the healthy development of private pension institutions. Meanwhile,in order to solve the problems in constructing private pension institutions,some countermeasures should be taken,including promoting the combination of medical care and old-age care,cultivating non-government resources to participate in old-age care,etc.
