从体制性依赖到行政化脱钩:行业协会治理转型研究

From the Institutional Dependence to the Administrative Disconnection:Research on the Governance Transformation of Industry Association

我国的行业协会在改革开放兴起之初,即为政府机构调整和职能转变的结果,深深地打上了行政化的烙印,其发展往往体现为身份的官民二重性、资源的体制内获取、管理的双重体制、发展的整体性依附等体制性依赖。而当前在"经济新常态"下,较大依附于现行体制的行业协会,开始通过与政府职能部门之间的机构分离、职能分离、资产财务分离、人员管理分离和党建、外事等事项分离等举措,实现着行业协会治理的行政化脱钩改革。当前乃至后续一段时期内,相较于其他类型的社会组织,行业协会商会的改革发展将呈一种急剧推进的态势,呈现出诸多新的发展趋向。

In the beginning of reform and opening up,the formation of China's industry association was the result of government's restructuring of institutions and transformation of functions,so it has double identities of government and people,access to resources within the system,the dual system of management,and the integrity dependence of development. At present,under the circumstance of "new normal of economy",the larger industry associations attached to the current system are realizing the reform of administrative disconnection of industry association governance through the separation of institutions,functions,property and finance,people management,party construction and foreign affairs with government 's functional departments.Today,even in the following period,compared to other types of social organizations,the reform and development of chambers of commerce of industry association will show the trend of a sharp advance.
