"参与式课程开发"是课程开发的一种模式,强调多方人员的共同参与。这一模式多用于教师培训课程开发,强调建立培训者和其他各方人员之间的工作伙伴关系,提升各方对整个培训过程的参与度和责任感,提高受训人员的学习效率。"国培计划"是我国教育改革进程中的重大举措,其课程具有较为典型的"参与式"特征,在开发与实施中出现不少问题,亟待进行归因分析。

Participatory Curriculum Development （PCD） isa model which highlights the participation of all those involved in thedevelopment of the curriculum. This model has mainly been applied in teacher training, focusing on the partnership between thetrainers of all kinds, enhancing the engagement and responsibility, thus maitaining the learning efficiency of the trainees. The paperanalyzes the main causes for the problems with National Teacher Training Curriculum, a great measure for educational reform.
