农村宅基地流转制度优化设计

Optimal design of the rural homestead circulation system

改革开放以来,我国农村宅基地制度在一定程度上制约着农村经济发展,同时宅基地在使用过程中也存在一系列问题,因此农村宅基地制度改革变得更加急迫。本文在对现存问题分析的基础上,从宅基地流转使用的全生命周期视角,对农村宅基地流转制度进行了优化设计,包括宅基地资源整理、土地确权和土地流转机制,并制定了宅基地流转的保障措施,为我国宅基地制度改革思路提供参考,保障农村宅基地资源的合理利用。

Since the reform and opening up, China’s rural homestead system has somewhat restricted the development of the rural economy. At the same time, there are a series of problems during the process of the using the homestead. Thus, reformation of the rural homestead system has become increasingly urgent. Based on an analysis of existing problems, from the perspective of the homestead circulation life cycle, this study optimally designed the rural homestead circulation system, including land resource consolidation, land ownership, land transfer mechanisms, and the formulation of land transfer protection measures that provide a reference for homestead system reformation in China and that protect the rational use of rural land resources.
