两规融合理念下村级规划基数合一方法研究

Integrated research of original data for village planning based on “two regulations”

基于城市总体规划与土地利用总体规划"两规"融合理念,在村级层面对村级规划基数合一思路、方法和路径进行探索,主要在社会统计数据、土地分类、基期现状用地范围划分方式以及图形数据管理方式等四方面予以深度融合。研究结果表明,以土地利用分类标准和现状数据为基础,结合外业补充调查,可以实现统一社会经济数据、统一用地分类、统一用地基数、统一数据库的"四统一",形成可用的"两规"融合村级规划编制基础数据。

This paper aims to explore the ideas, technical methods, and paths of original data integration in village planning based on the concept of “two regulations.” This study deeply integrates social economic statistic data, land use classifcation, the area use scale in original year, the management style in map data, and more. Our research shows that, based on the land use classifcation standards and present data, combined with supplementary feld investigation, we can realize the unifcation of social economic statistic data, land use classifcation, land use data, and a database platform. Original data in “two regulations” of planning integration is presented.
