粮食安全技术引进的国际经验借鉴

International Experience of Technology Introduction for Food Security

开放经济条件下,利用国外技术是提高我国粮食产量、保障我国粮食安全的重要途径。当前,国际农业技术转移呈现出转移形式多样、以农业生物技术转移为主、知识产权明晰的发展趋势。农业发达国家在提高农业技术的引进效率、实现农业技术的本土化改造以及充分发挥政府在技术研发和推广中的作用等方面积累了丰富的经验。因此,结合我国实际,加大政策扶持力度、完善技术引进体系、引进高端专业人才、提高农民教育水平以及强化技术风险管理等将成为我国利用国外技术保障粮食安全的政策着力点。

Under the condition of open economy, using foreign technology is an important way to improve food production and ensure food security in China. At present, the transfer of international agricultural technology presents a development trend of diversified forms, agricultural biotechnology as main transferred item, and the intellectual property clarity. Agricultural developed countries have accumulated a wealth of experience in improving the efficiency of agricultural technology introduction, achieving the localization of agricultural technology and giving full play to the role of government in technology research, development and promotion. Therefore, in the light of China’s actual situation, we should policy-focus on using foreign technology to ensure food security by increasing policy support, improving the technology introduction system, introducing advanced professionals, enhancing the level of farmer education and intensifying the technical risk management.
