Valuable Experiences and Insights in Legislative Consultation of Developed Countries

立法协商是协商民主的重要内容。发达国家因立法活动频繁,很早就形成了相对成熟且卓有成效的立法协商制度,如美国的协商制定规章程序、英国的公开调查与听证程序、日本的公众评议制度与咨询程序等。另外,它们还根据自身需要而创造出了各具特色的立法协商形式,如共识会议、公民陪审团、协商团等。这些制度、形式的创设及实践可以给我国立法协商的推进提供某些经验和启示。

Legislative consultation is the important part of consultative democracy. Developed countries had formed relatively complete and effective legislative consultation system a long time ago for there were many legislative activities, such as, the USA, the UK and Japan. Besides, they had formed their respective legislative consultation modes in accord-ance with their own conditions and needs, such as common sense meeting, citizen jury and consultation group. These sys-tems, modes and practices have provided some valuable experiences and insights to China＊ s legislative consultation.
