The content and classification of file management of Communist Youth League in colleges and universities is briefly introduced in the paper. Some existing problems in file management, such as nonstandard management, weak management consciousness,inadequate development and utilization are also summarized. And the optimizing strategies are studied in the paper from the aspects such as system construction, team construction, and network construction.
