上海自贸区示范效应下西安自贸区建设对策研究

The Counter-measures for the Construction of Xi'an Free Trade Area under the Demonstration of Shanghai Free Trade Area

西安是西北地区最大的省会城市,同时也是一个中国六大国家区域中心城市,身处丝绸之路经济带的一点,既是一个经济、文化、商贸中心,也是新亚欧大陆桥与黄河流域最大城市,同时还位处亚洲知识技术创新中心,中国大飞机制造基地的地位。成立西安自贸区会给中国以及中亚五国的经济发展带来巨大影响。"丝绸之路经济带"被采纳为经济决策,对于使西安有能力跻身经济带沿线的一员,使得区域经济得到发展,西安自贸区的建设便是一个行之有效的方法。本文通过全方面分析上海自贸区采用的制度创新,结合西安建设自贸区这一策略的优势与劣势,全面分析并总结了上海自贸区得以成功发展的经验对建设西安自贸区产生的影响,并最终对建设与发展西安自由贸易区提出合理有效的政策措施以及对策。

Xi＇an is not only the largest provincial capital city in the northwest,but also one of China＇s six regional central cities,located in the economic zone of the Silk Road.It is not only an economic,cultural and business center,but also the new Asia-Europe continental bridge and the largest city in the Yellow River basin.At the same time,it is also the center of knowledge and technology innovation in Asia and the largest aircraft manufacturing base in China.The establishment of the Xi＇an Free Trade Area will have a huge impact on the economic development of China and the five Central Asian countries. ＂Silk Road Economic Zone＂ is adopted as economic decision.The construction of the Xi＇an Free Trade Area is an effective way to make Xi＇an as a member of the economic belt and promote regional economic development.Through the analysis of the system innovation adopted by Shanghai Free Trade Area,and combined with the advantages and disadvantages of building a free trade area in Xi＇an,this paper analyzes and summarizes the impact of the successful development of Shanghai Free Trade Area on the construction of Xi＇an Free Trade Area.Finally,the reasonable and effective policies and measures for the construction and development of the Xi＇an Free Trade Area are put forward.
