Analysis of the Situation of Ice Flood Control During 2017-2018

黄河位于秦岭—淮河地理与气候分界线以北,具有北方河流冬季结冰特征。每年冬季,黄河上、中、下游河段都会发生程度不同的流凌封河现象。因地理纬度差异,河段上下游封河、开河的时间不同,极易发生冰塞甚至形成冰坝,阻塞河道进而壅高水位,威胁河道工程及两岸堤防,严重时凌水漫滩后将影响滩区人民群众生命安全。通过分析2017—2018年度黄河防凌形势,提出了全面落实各级防凌责任、扎实推进各项防凌准备工作、依法清除河道行凌障碍、加强凌汛期水文气象预报、依法调度水库工程、加强沟通和协同配合等对策。

The Yellow River is located in the north of the Qinling Mountains-Huaihe River geographic and climatic dividing line and has icing characteristics of the northern rivers during winter. During every winter,the upper and lower reaches of the Yellow River will occur the phenomenon of ice drift and ice freeze at varying degrees. Because of differences in geographical latitudes,the times when the ice freeze and ice breakup occur differ in the upper and lower reaches of the Yellow River,making it easily to form the ice jams or ice dams,blocking the river reaches,increasing the height of water levels,and threatening the security of people's lives and properties in the floodplain area. Through the analysis of the ice flood protection situation of the Yellow River during 2017-2018,comprehensive management strategies had been put forward,including fulfilling the responsibilities of ice flood protection of all levels,promoting the preparation of ice flood protection,removing the obstacles in the Yellow River for ice pass in accordance with the law,strengthening the meteorological and hydrological forecasts during ice period,scheduling the reservoir system in accordance with the operating rule,as well as strengthening communication and coordination among various levels and departments,etc.
